Provisions regarding timings relating to allocation and transmission capacity transactions

With resolution 215/2016/R/gas the Italian Regulatory Authority for Electricity Gas and Water has established that transmission operators amend the timings relating to natural gas capacity transmission transactions and allocation over the year, following approval of resolution 258/2015/R/com, which introduced new timings for the switching process on the natural gas distribution system.       

With resolution 258/2015/R/com, the Regulatory Authority  aligned the timings of the revocable switching institute with the timings for ordinary switching[1], thus revising all of the existing timings for exchanging of information among the various parties interested in the management of the process. In order to ensure consistency with the provisions regarding switching established in resolution 258/2015/R/com which came into effect on the 1st January 2016, with resolution 215/2016/R/gas the Regulatory Authority amended the timings relating to the management of capacity transactions (transfers and alienations), which the transmission user may request to ensure the necessary transmission service up to the point of delivery of the distribution network. Specifically, it is provided that the transmissions operators shall amend their own network codes to guarantee consistency with the approved timings relating to switching and ensuring full usability and efficiency, based on the following criteria:
  • requests regarding capacity transfer and capacity allocation in the thermal year may be made up until a deadline equal to the 10th day of the month before the month of effect;
  • the last date for making capacity transfer requests must be agreed following the date on which the user is informed of the outcome of the transfers/recovery/release and additional capacities requested by the transmission company, in order to be able to make use of both of the procedures.
This measure also amends resolution no. 137/02, relating to allocations at redelivery points during the thermal year. These amendments shall be approved until the definition of aspects to be implemented for the reformation of the functional criteria of the univocal attribution of the withdrawal of each redelivery point in the distribution network for the users of the balancing system (DCO 317/2013/R/gas), as well as for the more natural switching reform in the context of the Integrated Information System provided for by law 129/10, similar to what was carried out in the electricity sector.
