Provisions relating to the management of the capacity overrun at national gas transmission grid interconnection points with other countries

With resolution 270/2016/R/gas the Italian Regulatory Authority for Electricity Gas and Water has modified the current system for managing the capacity overrun at national gas transmission grid interconnection points with other countries in order to make the system more consistent with the portfolio of capacity products currently available.
In fact, the current regulatory framework, which was recently amended after integrating the CAM (Capacity Allocation Management) regulation, provides for differentiated modalities for capacity allocation through the interconnection points with natural gas pipelines of other countries; in particular:
- at the points in Tarvisio, Gorizia and Passo Gries capacity products with a yearly, quarterly, monthly, daily, and intradaily duration are available;
- at the points in Mazara and Gela, however, only capacity products with a yearly, quarterly and monthly duration are available (the possibility of allocating products with a shorter duration is only anticipated in cases where the monthly capacity product has been allocated in its entirety);
Resolution 270/2016/R/gas confirms the amendments already indicated in the consultation document 613/2015/R/gas - about which the transmission system users have expressed almost unanimous approval - and which establishes alignment between the capacity overrun management system at interconnection points with other countries and the current allocation system, and therefore provides that the transmission operator applies penalties proportional to the daily amount due at the points in Tarvisio, Gorizia and Passo Gries and proportional to the monthly amount due at the points in Mazara and Gela.
The provisions introduced shall be implemented by Snam Rete Gas in a network code update proposal, to be submitted to the Regulatory Authority, upon prior consultation with users', in time for the entering into force of the new procedures for managing capacity overrun, provided for from the 1
